Scottish ministers told to cut ‘all but essential’ spending

Scotland’s finance secretary has told ministers to cut back “all but essential” spending in order to fund public sector pay increases.

Among the “difficult choices”  they’ve been warned about are scrapping universal winter fuel payments to all pensioners, in line with Westminster.
